(a) The bank consists of the separate subaccounts specified in this section.
(b) The bank contains a highway subaccount and a transit subaccount, each of which is capitalized with federal funds or a combination of state and federal funds.
(c) The commission may create additional subaccounts capitalized with state funds only. Additional subaccounts capitalized with state funds only are not subject to the federal act.
