(a) The board shall develop and implement reasonable policies that provide the public with an opportunity to appear before the board and speak on issues within the scope of the board's jurisdiction.
(b) At each board meeting, the board shall invite and hear public comments, subject to reasonable limitations imposed at the discretion of the presiding officer to provide for efficient and fair consideration of agenda items.
