The statutes creating the Texas Department of Protective and Regulatory Services (PRS) grant PRS authority to issue rules and regulations for administering the programs for which it has legal responsibility. The standards for fair hearings apply to all the PRS programs, except as otherwise provided by statute or departmental rules, including clients served through agencies under contract with the PRS.
