The Texas Department of Protective and Regulatory Services restricts the right to appeal to the client, his legal guardian, or his authorized representative. The client, however, may choose any individual or institution as his authorized representative. If a third-party vendor provides assistance or service, the vendor may not appeal because of what he may consider an adverse action against the client.
