(a) A hearing must be granted to any alleged perpetrator about whom a finding of child abuse or neglect or adult abuse, neglect, or exploitation is to be released without that individual's consent.
(b) A hearing must also be granted to any alleged perpetrator against whom an adverse action is to be taken by the department.
(c) If an alleged perpetrator is entitled to hearings under both subsections (a) and (b) of this section, the department may combine the two hearings in a single proceeding.
