(a) The presiding officer shall open the public hearing by calling the hearing to order and presenting a concise statement of the proposed rule in question and the reason for the hearing.
(b) After the opening statement the presiding officer shall announce the order of appearance of the speakers and an equal time limit for each based on the number of request received to appear at the hearing and the estimated time necessary to make the presentation.
