(a) The Commission may group workforce system partners, including, but not limited to, Boards and AEL grant recipients, in classifications for comparison purposes to determine workforce award recipients.
(b) In classifying potential workforce award recipients, the Commission may group potential award recipients based on similarities or differences among the potential award recipients relating to:
  (1) allocations of funds;
  (2) prior performance;
  (3) demographic, economic, or other characteristics of the individual workforce areas or service-delivery areas;
  (4) size; or
  (5) other characteristics as determined by the Commission.
