An AEL grant recipient shall ensure that essential program components are provided, as outlined in the grant application for statewide AEL funds, which include:
(1) Adult education;
(2) Literacy;
(3) Workplace adult education and literacy activities;
(4) Family literacy activities;
(5) English language acquisition services;
(6) Integrated English literacy and civics education;
(7) Workforce preparation activities, which includes digital literacy skills;
(8) Integrated education and training;
(9) Assessment and guidance services related to paragraphs (1) - (8) of this section; or
(10) Collaboration with multiple partners in the community to expand the services available to adult learners and to prevent duplication of services.
