(a) Payment under a contract will be contingent upon the executive director's, or his or her designee's, determination that the project has met the training objectives, outcomes, and requirements specified in the contract.
(b) The final payment of the grant amount will be withheld for 60 days after the completion of training and after receipt by the Agency of verification that the trainees are employed in jobs leading to self-sufficiency.
(c) The executive director, or his or her designee, may allow an attrition rate, as specified in the contract, based on the total number of trainees.
