Sec. 845.104.  BOARD DUTIES.  The board shall:
(1)  administer the system;
(2)  adopt policies and procedures for the system that are consistent with the purposes of this subchapter and Subchapters A, B, and D;  and
(3)  adopt rules for the holding of regular and special meetings.
