(a) If GLO does not approve the contract, it will offer the agency a state gas contract on comparable terms.
(b) If the agency declines GLO's contract it may make application for a waiver under §8.7 of this title (relating to Waivers for Contracts for the Acquisition of Non-State Gas).
(c) If the agency either is not granted a waiver under §8.7 of this title (relating to Waivers for Contracts for the Acquisition of Non-State Gas), or fails to submit a contract for approval, GLO will monitor the price difference between the contract for which application for waiver was made and declined or between any unsubmitted contract and the state gas contract that was offered or could have been offered and report the potential savings, if any, as provided under §8.10 of this title (relating to Reporting Contract Savings).
