If a borrower is engaging in any activity described in §9.11 of this chapter (relating to Misuse of Service), the agency will contact the borrower and attempt to resolve the situation. In most cases, a warning letter will be sent stating that borrowing privileges will be suspended on a designated date if the borrower does not cease the misuse of service.
