(a) The department will monitor contractor compliance by:
  (1) reviewing contractor reports; and
  (2) making on-site visits to the project and the offices of a contractor or subcontractor.
(b) The department will keep a current total of payments to SBE firms for work committed to the firms at the time of contract award and compare the amounts to the amounts paid to SBE firms.
