This chapter does not apply to:
  (1) an individual who is licensed to perform device maintenance activities on liquid petroleum gas devices under Chapter 13, Texas Agriculture Code;
  (2) a person who is licensed to employ service technicians to perform device maintenance activities on liquid petroleum gas meters under Chapter 13, Texas Agriculture Code; or
  (3) a liquid petroleum gas meter registered under Chapter 13, Texas Agriculture Code.
