The curriculum for an instructor training course must:
  (1) prepare an individual to competently teach all components of an entry-level course approved by the department;
  (2) have an evaluation process to ensure the individual can competently teach all components of the entry-level course; and
  (3) be consistent with this chapter and Texas Transportation Code, Chapter 662.
