(a) Unless the contractor and the agency agree otherwise, each party shall be responsible for that party's own costs that are incurred in connection with the mediation, including the cost of document reproduction for documents that the party has requested, attorney's fees, and consultant or expert fees.
(b) The costs of the mediation process itself shall be divided equally between the parties, unless the parties agree otherwise.
