(a) To obtain bridge information, including bridge plans and inspection reports, from the department, an engineering firm must be certified under this subchapter and must enter into a confidentiality agreement relating to that information.
(b) The confidentiality agreement must require that if the engineering firm is requested or ordered to disclose confidential information provided by the department, the firm shall:
  (1) provide notice of the request or order to the department within three days of its receipt; and
  (2) cooperate with the department to seek an appropriate response to the disclosure request or order.
(c) If disclosure of the confidential information is required by a court, the engineering firm shall disclose only that portion of the information that is specifically required to be disclosed in the court order.
