(a) An association shall provide a postmortem area.
(b) The area must be located in a secluded area and must allow access by an equine ambulance.
(c) The area must be equipped with:
  (1) a cover;
  (2) a concrete or asphalt slab with a rough finish;
  (3) adequate drainage; and
  (4) hot and cold water and a hose.
(d) An association shall provide services for the disposal of a horse that dies at the racetrack.
