A center must develop, maintain, and comply with written program participant eligibility and screening procedures that are based solely on the individual's status as a victim of family violence, without regard to:
  (1) income;
  (2) whether the individual contributes, donates, or pays for these services;
  (3) gender; or
  (4) sexual orientation.
