(a) The department will review and evaluate applications for SBE certification and may perform on-site inspections to verify eligibility.
(b) The department may deny an application if:
  (1) the application is not satisfactorily completed;
  (2) the applicant is not eligible to be certified as an SBE;
  (3) the application contains false information; or
  (4) the applicant does not provide the required information.
